This PR fixed some issues but isn't a complete fix (there are other ways the cleared TaskInstance can involve multiple DAGs. See [Cross-DAG Dependencies](https://airflow.apache.org/docs/apache-airflow/stable/howto/operator/external_task_sensor.html#cross-dag-dependencies)).
