It's quite nice to see UPDATING.md (or .rst) at the top level of the repo for people browsing on GitHub, so it would be nice if instead of moving the file in to the docs folder we do what we do for `changelog.rst` and include the file from `../../` etc. That might involve using `https://pypi.org/project/m2r2/` and `mdinclude::` instead of `include::` -- This is an automated message from the Apache Git Service.
