[AIRFLOW-4297] Temporary hot fix on manage_slas() for 1.10.4 release (#5150)
Background: https://issues.apache.org/jira/browse/AIRFLOW-4297
We need to refactor the manage_slas() code to address the issue cleanly
& completely.
But to unblock 1.10.4 release, we add this temporary hot fix.
