I have installed a fresh Airflow 2.1.3 today. I wasn't getting this error while I use Sequential executor. It started appearing only in the DAGs that contain PythonVirtualenvOperator tasks after I set CeleryExecutor as the default executor. I had to downgrade to 2.1.2.
