I think it's ALMOST good advise. I believe `--constraints` and `--upgrade` are conflicting and you cannot have them both. But this should be solvable by using ` --find-links="file:///docker-context-files"` which I am already using in "install_from_docker_context_files" to do exactly this - install providers prepared locally from sources (I am using it to build production docker image). -- This is an automated message from the Apache Git Service.
