Ah - I misunderstood your message. Thanks for the link to the PR. At first glance it looks like the changes to `cli/task_command.py` ([here](https://github.com/apache/airflow/pull/17719/files#diff-ad618185a072910e49c11770954af009d1cc070b120a4fde5f2fc095a588271bR55-R81)) creates the DAG run in the db if it doesn't exist so that should solve the problem I'm seeing!
