   Hmm. I see e problem of it interacting with `python_version` parameter. If 
we specify different python version than the current one, then we have  even 
more complex relationship, because then if `python_version` is set (and 
different than current version), then even when Airflow is installed as 
`system` or `user` package, it will behave the same way as if airlfow was 
installed via `venv`:  it will NOT copy airflow/dill/others :(. The more I 
think about it, the more I think we should just - document this behaviour. 
   
   It's a mess and I think we will not be able to have a consistent behaviour - 
seems like users will have to understand the differences between different ways 
airflow might be installed and it's effect on PythonVirtualenvOperator.
