We faced the same issue. Upon inspection, we found some dags in the DB's `dag` table that had NULL next_dagrun's, although they were active. We manually set the next_dagrun to the corresponding time and it worked - our suspicion is there is an incorrect handling of the current dagrun object after the timezone change. -- This is an automated message from the Apache Git Service.
