I think this is something with your tasks. Looks like they simply are hanging while doing whatever they are doing - so they are not "stuck" but they are simply "running". I think you need to take a close look at your tasks and see whether they are not doing something you do not expect them to do - for example, not closing a connection and waiting, etc. Or maybe they are not starting at all but wait for a lock that is never granted to them. I think you will need to share with us more details about what your tasks are doing and checking some details about them.
