Still, I can't quite work out how.
Is it possible that `kind load docker-image --name "${KIND_CLUSTER_NAME}"
"${AIRFLOW_IMAGE_KUBERNETES}:latest"` is doing a remote load rather than
loading from the local system? That's about the only way I could think that
this would trigger the behaviour I see (but if that's the case I'd have thought
we'd have seen bugs like this a long time ago)
