We knew that the time is close when merging master -> v1.10x will become too painful and for a while I think we will have to live with this dualism in place. Most of the changes are easy to apply master-> 1.10 still. The current general roadmap for 2.0 is being created in https://cwiki.apache.org/confluence/display/AIRFLOW/Airflow+2.0 . Those particular issue you mention - if this is a JIRA issue and it will be solved in 2.0 we will try to backport it to 1.10.x. It's all issue-by-issue case and fairly 'distributed' so there is no central place to see what's implemented.
