   Current behavior within the `WasbHook` is to attempt to create a container 
when uploading files to Azure Blob Storage. This allows users to not 
necessarily have to use an existing container to upload files but one can be 
created as part of the upload process. Unfortunately, if users authenticate via 
a Signed Access Signature (SAS) only certain signatures allow for container 
creation.
   
   This PR adds a check if a configured SAS permits container creation. If this 
operation is not permitted, then the container creation is not attempted. The 
default container-creation behavior is still intact.
