If anyone else is having this issue - we got into this state despite using the correct collation and encoding, here's what we found. In our case, the `taskinstance_keyed_to_dagrun` migration was stopped midway through (due to some misconfigured kubernetes probes), which left it in a partially completed state. Successive runs of the same migration then failed due to trying to creating constraints which already exist. As a solution, we manually edited the migration to omit any already-completed steps. After this we were able to successfully finish the migration with `airflow db upgrade`. -- This is an automated message from the Apache Git Service.
