I ran into this a second time, except this time I was also getting:
```
sqlalchemy.exc.IntegrityError: (sqlite3.IntegrityError) FOREIGN KEY
constraint failed
```

I assume that the extra error is just a consequence of the first, but it
might be worth trying both as part of testing this fix.
