I'm wondering if instead we should just check the `base` container state, not just wait until any container finishes. We also need to be mindful of how this will play with [delete_worker_pods](https://airflow.apache.org/docs/apache-airflow/stable/configurations-ref.html#delete-worker-pods) being false.
