Handler parameter from JdbcOperator to JdbcHook.run and return results to

The main problem here was to make a comparable handler for testing because
lambda and `operator.methodcaller('fetchall') couldn't be them. Also, we can
use

from sqlalchemy.engine import CursorResult
handler=CursorResult.fetchall,
```
