   This one is only for script that we (mostly I) use in order to refresh 
images when we have a prolonged  time when there are failing main builds. This 
is happening far less frequently now - because we actively fix such main 
failures and we have have some tools too help in quick investigation in case 
the main failure happens because of third-party depdendency. So now cache is 
generally refreshed automatically pretty much few times a day - whenever main 
build succeeds.

get updated pretty much few times a day (because we have ~600 of them) so 
pretty much any time main build succeeds (with all test) the constraints get 
refreshed  (and that usually means that the cache of images got refreshed too) 
- you can see that over the last few weeks this happens pretty regularly.

   It explains how the automated refresh works and when you should think about 
manual refreshing of the cache.  So this change is really a protection in case 
you are refreshing the images and by chance you have breeze installed from 
another branch or an old version of it.
