Review Comment:
   There is one at airflow.providers.amazon.aws.utils which has a few modules 
in it.  I was going to suggest dropping it in the __init__ in there but so far 
it looks like nobody has used that and they are all in service-specific 
modules.   IMHO, this is not a service-specific method so __init__ would be a 
logical place for it?
