Guessing you are referring why not @dag decorator directly creates the instance for the DAG? The reason was mostly to stick to pythonic usage patterns. A decorator in python extends functionality but it shouldn't have side effects unless function is called. Separately also allowed for making user explicitly declare function arg values which are then used as default DagParams.
