   Agree. Saw your post previously when I first faced this issue (kudos on the 
investigation by the way) and yeah, I agree that this kind of operation should 
be executed previously to the web server being fired; ideally those tasks 
should be executed only by one agent (if using high availability) with some 
kind of lock to prevent race conditions. I read somewhere else previously that 
this is an issue with flask, hence the reason it wasn't fixed at airflow's 
codebase but I'd say your flag solution seems like a fair way to prevent the 
service availability.
