`framer-motion` has been the source of a number of problems in this project. The latest is, after updating to React 18, elements weren't dismounting properly, leaving tons of tooltips persisting on the screen: <img width="485" alt="Screen Shot 2022-06-14 at 2 32 56 PM" src="https://user-images.githubusercontent.com/4600967/173665005-380d34c7-5830-4902-8a16-6791d580574f.png";> We haven't been able to update framer motion due to a bug reported here: https://github.com/framer/motion/issues/1525 So for now we will just remove it and the custom tooltip just won't have an animation.
