When non-main build is prepared (for example 2.3) we prepare just airflow package in CI but we do not prepare provider packages. We have not copied dist/files when building prod image but this means we did not copy the Airflow package either and the PROD build failed on non-main branch. This PR fixes it - packages are still copied after preparing in all branches (in non-main this is only airflow package) <!-- Thank you for contributing!
