If use regional endpoint for us-east-1 region on s3 client and region not
set, then client will return 'aws-global' region which is not possible to use
in `CreateBucketConfiguration={'LocationConstraint': region_name}`.
Instead of guess region - raise an error and inform users that `region_name`
should set.
