BasPH opened a new pull request #5459: [AIRFLOW-XXX] Rewrite the contributing guide URL: https://github.com/apache/airflow/pull/5459 I think the contributing guide needed a rewrite to be more in line with the project. There were some obsolete things in there, and some important things were missing. Also restructured it which I think is now much more in line with how a newcomer to the project would read it. Last, adhered to 110 line length.
