Having the same issue with airflow 2.4.1. I got this bug on kubernetes installation with 8 schedulers on pgsql, and will try to reproduce the case myself later today. The first task has to finish faster than the second one, this seems to be the prerequisite. In my case the first task is using a cached function call, so first runs are ok.
