Sorry no, this one is a -1 for me at least. Owner isn't really designed for this, and I don't like the idea of having two parallel places to define permissions. This idea though can be built _on top_ of the existing owner field if you want it. If you can come up with an alternative approach that gives a way of specifying this in the access_control field lets talk. (To be clear: I'm not saying no to the feature, I'm saying no to this way of achieving it) In the mean time I am going to close this PR.
