This seems like it's more complicated than necessary.
I just played around with threadpoolexecutor and it seems it can be a bit
simpler. E.g. here's a simple example:
```
import time
from concurrent.futures import ThreadPoolExecutor
def print_and_sleep(x):
print(x)
time.sleep(0.25)
max_threads = 4
with ThreadPoolExecutor(max_threads) as pool:
[pool.submit(print_and_sleep, x) for x in range(123)]
```
