RTIF is already cleaned by TI's FK, and doesn't have a column to use as a recency column on it's own. db clean was added for 2.3, but cleaning RTIF was broken before 2.3 was released, meaning this never actually functioned anyways. In addition, if users explicitly try and clear this table with `--tables`, it gets ignored, making this a safe change to make.
