   `EmrAddStepsOperator` doesn't kill the step on EMR when a clear is called on 
UI. Unlike other operators where process gets killed once clear is called, 
here, nothing is affected to the step on EMR, stays in the same state.
   
   With this PR, before a new step is added or when clear is called, if 
pre-existing step is already in RUNNING/PENDING state, its marked for cancel 
from EMR list of steps. It will instantaneously makes the cluster available to 
run current step and wouldn't keep on waiting for existing step to finish
