[AIRFLOW-4890] Fix Log link in TaskInstance's View for Non-RBAC (#5525)
- changes log_url_formatter used in the non-rbac view to use flask url_for to
build the url
- add a check for rbac to build the complete url
- add tests for taskinstance log_url
- use quote_plus when creating relative_url
