   To create a BigQuery sink for GCP Stackdriver Logging, I have to assign 
`WRITER` access to group `cloud-l...@google.com` to access BQ dataset. However, 
current BigQueryHook doesn't support updating/patching dataset.

   BigQueryPatchDatasetOperator
   BigQueryUpdateDatasetOperator
   BigQueryGetDatasetOperator
