To be honest without more details and investigation on your side, it is unlikely that anyone will be able to do anything about it as it is likely a configuration from your side, typo in a host, user, token or maybe you simply cannot communicate with telegram host. The hook of airflow merely calls telegram's send_message. Your best bet is to try to debug it in-airflow or better extract and run the relevant python code (literally few lines) that are communicating with telegram from https://github.com/apache/airflow/blob/main/airflow/providers/telegram/hooks/telegram.py and debug it and make sure you have all the parmeters right and then test it from within your virtualenv.
