   To  be honest without more details and investigation on your side, it is 
unlikely that anyone will be able to do anything about it as it is likely a 
configuration from your side, typo in a host, user, token or maybe you simply 
cannot communicate with telegram host.  The hook of airflow merely calls 
telegram's send_message.
   
   Your best bet is to try to debug it in-airflow or better extract and run the 
relevant python code (literally few lines) that are communicating with telegram 
from 
https://github.com/apache/airflow/blob/main/airflow/providers/telegram/hooks/telegram.py
 and debug it and make sure you have all the parmeters right and then test it 
from within your virtualenv. Maybe that will give you some clues and you will 
be able to solve it or at least see why things do not work - and possibly if 
you find an
