I agree that this should be a part of the constructor of BigQueryHook - either nested in `api_resource_configs` or as a parameter of its own as you've done in [this PR](https://github.com/apache/airflow/pull/30655/files). Either approach should be fully backwards compatible and allow you to use SQLExecuteQueryOperator with the priority that you designate.
