   As I see it - this PR reduce severity of one problem yet it creates another 
one.My argument is the new problem is worst than the previous one.
   The PR does not solve the issue it hides it making it harder to spot and 
resolve. This would be a nightmare for cluster admins. Since I've been a 
cluster admin I can say a lot about that. What we do here is favoring specific 
user over other users. I'm not sure from where we gain the confidence that this 
is right?
   
   As for policies - if idea is in the right direction and one simply doesn't 
like it then I agree with you. This person needs to come up with something 
better or to not be in the way. This is not the case. I don't feel this PR is a 
step towards a solution.
   As I mentioned I am happy to be convinced otherwise.
