If I remove the version entirely and run `breeze ci-image build --python '3.7' --upgrade-to-newer-dependencies` it just runs "forever" (for values of forever over 2 hours). Is that the right way to test that, or is there a better way? `breeze release-management generate-constraints` maybe?
