I think it might be nice if we had something similar to the `TriggerRule` for task instances, on datasets? Not just an enum though, I was thinking something similar to timetables, where we could provide a few default rules like `ALL_DEPENDENCIES_REFRESHED` and `AT_LEAST_ONE_REFRESHED`, and allow users to create custom rules if needed.
