I think starting triggerer in docker makes little sense as "standalone" command. What you really want to run Triggerer when you alraedy enter breeze. Yes "shell" command is fine also "testing". This is what the original issue (https://github.com/apache/airflow/issues/31826) we discussed with @vandonr-amz was about.
