Opening a new PR as a followup to #31363, since it was closed due to
inactivity and I don't know if it can be reopened.
This PR explicitly adds the `namespace` metadata to all namespace-scoped
resources in the Helm templates, because the existing version breaks when using
it with `helm template` because Helm does not inject the namespace everywhere
then. This is also was ArgoCD did in
https://github.com/argoproj/argo-helm/pull/1937 to mitigate this issue for its
users.
@hussein-awala suggested using a pre-commit hook to check if resources have
namespaces added, however I am unsure about how to do it and if it's even
possible, since not all resources are namespace-scoped, but I am open for
changes here.
