By default in FAB, authorization does not use resource ID to verify whether
a user has permissions to access a given resource. Except with DAGs. Example:
when the user edits a connection in the UI, FAB verifies only if the user has
permission to edit connections (and not the specific connection).
This PR overrides this behavior and now pass the resource down to the auth
manager so they can do some fined-grained access using the resource IDs.
I also realized that in the views, many actions had no permissions check
attached to them. In other word, users could trigger these actions without
having permissions. Thus, I now added authorization to every action in views.
