This started to happen when we upgraded from Airflow 2.2.0 to 2.7.3. Nothing else changed in our infra. The postgres instance that Airflow uses has sufficient resources and monitoring enabled. We would know if the database is the problem. Unfortunately the infrastructure is very unlikely to cause this.
