It is not returning a blob or an empty blob. This is returning
`blob_metadata` which is defined as `blob.metadata` in [L1023
](https://github.com/apache/airflow/pull/38398/files/d9bee99ce49d28a218fa9b97eba62f05e3332143#diff-82854006b5553665046db26d43a9dfa90bec78d4ba93e2d2ca7ff5bf632fa624R1023)
and is an optional dict object.
The test case for an empty blob is written, I have added it [here, in the
other file on L582](
