Introduce new internal exception for airflow, indicate that something really
bad happen.
I guess it might be suitable for cases when we use `RuntimeError` which
could be easily ignored by something like
```python
try:
something
except Exception:
pass # Ha-ha!
```
Of course it is not protected over the worst practices like
```python
try:
something
except:
pass # ¯\_(ツ)_/¯
```
First candidate it is special helper for Non-DB tests which right now raise
RuntimeError, unfortunetly some of tests might internally expects Runtime
Error, some still catch Exception or internals of it just preserve any regular
exception so we can't detect this tests.
I expect couple / tens / hundreds tests are failed during first iteration.
