Related and continuation of #36236
The idea is to enable the triggerer in system tests. This is a draft PR for
now because it is not working yet, hence not mergeable.
cc @potiuk, @Bowrna, @o-nikolas, @syedahsn.
With this change, when I run the system test `example_sqs` the deferred task
is not picked up.

From the logs the triggerer seemed to have started: `Starting the airflow
triggerer`.
Any idea what is missing here?
