cc: @ChrisTowles => we have to revert it, it breaks our docker tests. In
fact those `${` values should NOT be escaped - they should be provided as
environment variables configured for the docker-compose - see instuctions in
https://airflow.apache.org/docs/apache-airflow/stable/howto/docker-compose/index.html#initializing-environment
