We might find out during the process that some of the changes will be combined, have several steps, they can be withdrawn etc, and we should just "capture" what's been updated now and produce more details afterwards. There are a number of semi-overlaping changes coming and it will be difficult to keep this document up-to-date all the time. Also such document should be consistently prepared with good structure.
