I have tested this PR by doing the following: 1. Created two airflows in helm, one Celery and one KubernetesExecutor, I lowered the timeout for queued to 10 seconds 2. Ensured that both Airflows ran correctly 3. For the CeleryExecutor I then removed the workers and ensured that the correct logs showed up 4. For KubernetesExecutor I modified the pod_template_File to ensure that the pod would be stuck in pending.
