Improves caching of uv cache between subsequent runs of the same breeze
command locally and the same test type for testing.
When running breeze we specify a project it runs on and each project has a
specified set of volumes belonging to it that can be shared between multiple
instances or between runs.
This PR improves the caching strategy a bit for runs in the local
environment:
* it uses cache volume to be always used - no matter if you are mounting
sources or not - this way subsequent runs of the same test type will reuse the
cache (for example running the breeze command and running uv sync will create a
cache that will be reused the next time you run breeze command. We rarely run
uv sync inside breeze image but it migh tbe helpful in some cases. This volume
stores the whole `.cache` folder from root home as this folder is used by a
number of other tools not only the ``uv`` cache and it's useful to make the
whole cache persistent.
* it moves "root" volume cache to the case where local sources are mounted -
previously it was always created, but this volume reuse is intended to only be
shared between local source-mount runs, when you run airlfow without mounted
sources you want to have "clean" /root/airflow folder.
* added a flag to `breeze down` to also remove the uv/build cache.
* breeze doctor also cleans the `cache` volume
