1.Rewrote the startups script into python also i have used Argparse library
for Args management
2.Concurrently changed the Precommit files in the repo
3.removed the shell licenses part [i will revert this] if needed actually
**Issues :**
Also The Github actions takes more time in mounting and linting the files
,also for installations we can use caching in actions ,I saw in every step
there is an at most repeated installations .That is increasing the build time
of pipeline

It has linting for css and js files script is passing them but it is getting
error at the trailing spaces i want to know about this also locally the script
is working but it should work here if there any changes needed i will do them
accordingly
