Review Comment:
   I guess I can duplicate `ingress.web` into `ingress.apiserver` and have the 
new ingress fetch configs from that. I assume eventually `ingress.web` and the 
entire webserver templates will be removed from the chart, so `ingress.web` 
will have to go too
   
   also i talked about breaking changes in my last comment, but it already 
isn't working right now with chart 1.16.0, so i dont think the change is a big 
deal
