with the help of chatGPT I figured this out, the issue is that you have to uncheck the downstream box, which for some reason is now the default ( a complete 180 from all other versions and frankly a bad default). Also note the downstream box doesn't look like filter you turn on or off it looks like a tab, some serious visual cue issues here.
